  16. <p>A band of Azerbaijanis lashes out at Moscow's men

  18. <p>    It could have been a scene from a revolution: three of the
  19. Soviet Union's most powerful generals and their armed escort,
  20. clad in brown battle dress, held hostage by a ring of
  21. demonstrators. At the center of the tumult was Colonel General
  22. Yuri Shatalin, commander of the Soviet Interior Ministry's
  23. security forces, flanked by Major General Vladislav Safonov,
  24. head of the 4,500 troops trying to keep peace in the disputed
  25. mountain enclave of Nagorno-Karabakh, and a third senior
  26. general. A hundred angry Azerbaijani protesters, many of them
  27. refugees from Armenian areas, had stormed into a conference room
  28. in the town of Shusha where the officers were meeting local
  29. officials and refused to let them leave. The generals decided
  30. that pointing their weapons would only inflame the mob and chose
  31. to talk it out. The officers were held for five hours and were
  32. released only after they agreed to transfer two Azerbaijanis
  33. accused of sniping at Armenians to a prison in Shusha.
  34. </p>
  35. <p>    The episode, which took place two weeks ago, has yet to be
  36. mentioned in the Soviet press. The New York Times reported last
  37. Friday that it had confirmed the details by telephone with
  38. officials in the district. More than 100 people have died in
  39. Nagorno-Karabakh since ethnic strife erupted there in early
  40. 1988. And there is no end in sight: the Defense Ministry daily
  41. Krasnaya Zvezda reported last week that the Armenian and
  42. Azerbaijani communities were "on the brink of civil war" and
  43. troops stationed in the region can no longer control the violent
  44. strikes and demonstrations that occur almost daily.
